Shuaa Energy 3 PV
The Shuaa Energy 3 900 MW photovoltaic (PV) project is a greenfield Independent Power Project (IPP) developed as part of the fifth phase of the Mohammed bin Rashid Al Maktoum Solar Park in Dubai, United Arab Emirates. The project was developed by ACWA Power, in partnership with DEWA and Gulf Investment Corporation, under a Build-Own-Operate (BOO) model. A 25-year Power Purchase Agreement (PPA) was signed with Dubai Electricity and Water Authority (DEWA), the sole off-taker. The project company, Shuaa Energy 3 PSC, was established to deliver the plant, with ownership distributed among DEWA (60%), ACWA Power (24%), and Gulf Investment Corporation (16%). The project employs bi-facial PV modules with single-axis tracking systems, enabling enhanced generation efficiency. Shanghai Electric served as the EPC contractor, while NOMAC is responsible for operations and maintenance. The project achieved commercial operation in December 2023, ahead of schedule, and now provides clean electricity to approximately 270,000 homes, displacing more than 1.18 million tonnes of CO₂ emissions annually.
